August 12, 2008      No. 43 Vol. 86

This week's program:  Sports Radio Talk Show Host  JP Peterson

JP Peterson has been in sports broadcasting for over 23 years.  Most recently at News Channel 8 as their lead sports anchor and Game Day anchor for the Bucs’ preseason broadcasts handling pre-game, halftime and post- game duties, as well as sideline reporting.  

JP was raised in Hollywood, Florida and attended Florida State University where he eventually served as Game Day anchor for the FSU football radio broadcasts and served as analyst for FSU basketball broadcasts alongside Gene Deckerhoff. 

JP brings his vast sports knowledge and contacts to the 1010 AM airwaves weekdays from 3 to 6 p.m. with his show “The Happy Hour.”  JP’s show features stories of local players and heroes, insightful commentary about your favorite teams, and entertaining takes on daily events. 

Last Week at Kiwanis:

Tom Baynard presented our guest speaker, Pam Dubov, candidate for property appraiser of Pinellas County.  She is running for the position now held by Jim Smith who is retiring.   Pam has worked there since 1989 and has the designation of certified assessment evaluator (CAE), the highest achievable certification for a property appraiser.   

As of January 1, 2008, the 189,000 property owners of Pinellas County have seen, on average, their property values fall by fifteen percent.   Pam noted in her almost twenty years of experience in Pinellas County, she has not ever seen this level of decline in the real estate market.   Next year is anticipated to be more of the same.    

Since 1988, 54,000 more parcels have been added to the tax rolls with a staff of seventeen fewer employees.   Their office only receives an average of 3.3 percent budget increase each year as they handle over 15,000 web hits a day.  Many of the inquiries are from property owners unhappy with their taxes.  Pam suggested that if you disagree with your property tax notice to do the following:   (1)  Contact your appraiser in your local area and look at comparable sales.   (2)   If the above yields no satisfaction, you may petition with the value judgment board at a cost of $15.00.   The board oversees administrative hearings in the fall. (3)   If the above course of action fails, then you may file your case in circuit court.   However, Pam noted that last year over 2,200 properties had their respective values reduced after intervention.   Pam commented on a growing crisis of property owners using illegal tactics to pay less taxes.   Enforcement is only through people, such as real estate agents or buyers and sellers of properties, reporting to the property appraiser.   

One controversial issue that came up during questions and answers was regarding agricultural properties and how their values are determined.   A case in point was made by David Abbey that he would like to turn his Snell Isle Estate into a farm!   Pam patiently responded to David's queries and the net result is that David should stay employed as an attorney.    

Pam's office is currently developing ideas to maintain income from taxes and keep property owners from absorbing an unfair amount of tax burden.   Another goal is to expedite the trim notices sooner.   

What's Happening.....?

On August 26, 2008, the Ray's General Manager,  Andrew Friedman, will be our guest speaker.   David Feaster and Bob Piplitz, our membership co-chairs, are suggesting to bring potential new members to this meeting.   

Frank Ranieri announced the weekly club e-mail is a great way to advertise member businesses.   

Al Karnavicius beseeched the members to return updated bios and pictures for the 2008-09 membership directory. 

Susan Doll presented a $2,000 check to fellow Kiwanian Gene Harris for the Horses for the Handicapped Program.   Gene's Club has been sponsoring this fine program for twenty-nine years.    

Guests and Visitors - 

Stan Shaver brought his four children to the meeting.   As we all know, Stan's wife, Esther, passed away recently.     We all want to extend our deepest sympathy to Stan and his family.

LETTER FROM YOUR NEW EDITOR -

It is with great pleasure that I have accepted the position as the editor of the Kiwanis Bulletin.   I follow two editors that certainly worked hard to make it easy for the Kiwanian to be a success - Cynthia McGowan and Grant Wallin.  For their efforts, I wish to thank them.  

The delivery of the Kiwanian to your table each week is made possible by a group of dedicated Kiwanians:  Al Karnavicius, the printer, Frank Ranieri, the layout and photo editor, and Harry Eisenaugle, the courier of the Kiwanian.   I appreciate the concerted efforts of all of the members involved in the production, editing, and distribution of the Kiwanian.
