Last Week at Kiwanis

Biff Baker relinquished his introduction duties as the Kiwanian of the Day to a special guest, District 6 Board of County Commissioner John Morroni, who introduced our speaker Robert (Bob) Levy. John Morroni has known our speaker for many years and indicated Mr. Levy is one of the top lobbyists in Tallahassee.

Mr. Levy began by telling us that he did not have a good message for us about the state of affairs in Tallahassee. Mr. Levy is president of Robert Levy and Associates, one of South Florida’s leading lobbying and advocacy firms.

Levy is concerned that the term limits will destroy Tallahassee’s good public policy. 2010 is the end of an era as public office will be limited to eight years. People like Dennis Jones who really care about the State of Florida is leaving public office after twenty-five years. Nine senators with 230 years of combined service will be leaving office in 2010, resulting with the largest ballot ever with twenty-five open house seats and nine open senate seats. The 1976 Bucs had fewer turnovers! It is important to get new blood and new ideas, but the concept creates a new set of problems that need to be solved, says Levy.

Florida is not fiscally sound as we are actually spending our grandchildren’s children’s money. Two years ago we had a $73 billion budget, and the current year’s budget is $65 million including $5 million in federal stimulus money. We will get $5 million in stimulus money in 2010, but after that, the stimulus money is questionable. To help the State is re-apportioning monies from various funds. Even so Florida started this year $1.8 billion in the hole, and raising taxes is an unpopular option. To offset further financial shortfalls the cost of many license fees have increased, some as much as 140%.

Additionally, Levy foresees that hometown democracy will create a gridlock on future ballots. We will be voting on zoning changes, pitting neighborhood associations against the deep pocket developers.

And to show how a special interest group can get their way, he mentioned the motorcyclists and their ability to attend sessions in strong number to discourage passage of another helmet law.

Mr. Levy fielded questions from the audience and stayed after the meeting to answer members’ additional questions. A big thank you goes out to Mr. Levy even though the information was not all positive.
